Senior IT Sourcing & Vendor Management Manager

Mission Overview
We are looking for a Senior IT Sourcing Manager to support a large-scale IT transformation program focused on improving operational performance, cost control, and business value delivery. The role will drive the definition and implementation of a strategic sourcing model, strengthen vendor management practices, and establish governance frameworks to support long-term IT sourcing objectives.

Key Responsibilities

IT Sourcing Strategy

• Define and refine the IT sourcing strategy aligned with business and IT objectives.
• Determine the optimal balance between internal capabilities and external service providers.
• Evaluate and implement sourcing models such as managed services, managed teams, software factories, and insourcing approaches.

Sourcing Transformation

• Lead sourcing transformation initiatives and transition programs.
• Drive the evolution from fragmented sourcing approaches to standardized and industrialized operating models.
• Ensure service continuity and risk management throughout transitions.

Governance & Vendor Management

• Design and implement a Sourcing, Procurement & Vendor Management (SPVM) governance framework.
• Define roles, responsibilities, decision-making processes, and performance monitoring mechanisms.
• Establish and manage strategic supplier portfolios.
• Implement KPI, SLA, and vendor performance management processes.

SIAM (Service Integration and Management)

• Design and deploy a multi-vendor SIAM operating model.
• Establish coordination and integration mechanisms across multiple service providers.
• Ensure end-to-end service visibility and accountability.

Financial Management & Benefits Realization

• Support IT cost optimization initiatives.
• Improve forecasting and financial governance of sourcing decisions.
• Track and report sourcing-related benefits and value realization.

Stakeholder Management & Change

• Coordinate IT, Procurement, Finance, and Business stakeholders.
• Lead change management activities to support adoption of new sourcing models, governance processes, and tools.
• Provide regular reporting to governance and executive committees.

Expected Deliverables

• Formalized IT sourcing strategy and transformation roadmap.
• Sourcing transformation plan with implementation tracking.
• SPVM governance framework and operating model.
• SIAM model and multi-vendor coordination framework.
• Supplier performance dashboards and reporting.
• Benefits realization and sourcing optimization reports.

Required Profile

• Senior experience in IT Sourcing, Vendor Management, Procurement, or IT Governance.
• Strong expertise in:
  • IT Governance Frameworks
  • Outsourcing and large-scale sourcing programs
  • Vendor and contract management
  • Public procurement environments
  • Strategic planning and transformation management
  • Change management
  • SIAM (Service Integration and Management)

Preferred Experience

• Minimum 5 years in large-scale IT organizations (+300 employees).
• Recent experience managing major outsourcing or migration contracts.
• Experience implementing SIAM or multi-vendor service models.
• Experience in the public transport sector is a strong asset.

Languages

• French or Dutch: Professional proficiency.
• English: Professional working proficiency.

Work Environment

• Hybrid working model.
• Presence on-site in Brussels at least 3 days per week.
• Long-term assignment supporting a major IT transformation and sourcing modernization program.
