Job Title: Program Manager (Digital Transformation)
Location: Brussels, Belgium (Hybrid – Minimum 2 days onsite per week)
Job Type: Contract (100 Days, Full-Time)
Job Description
We are looking for an experienced Program Manager to support a large-scale digital transformation program within a public sector environment. You will define governance frameworks, coordinate cross-functional initiatives, and establish a roadmap for the co-creation and delivery of digital solutions. Working with multidisciplinary teams, you will ensure projects are aligned with strategic objectives while driving operational excellence and organizational change.
Key Responsibilities
- Develop and manage the strategic roadmap for digital transformation initiatives.
- Design and model business processes to support IT project planning and co-creation.
- Coordinate multiple projects and ensure alignment with existing systems and business priorities.
- Manage dependencies, risks, timelines, and resource planning across programs.
- Collaborate with business units, IT teams, and stakeholders to deliver transformation initiatives.
- Establish governance frameworks, KPIs, and executive reporting.
- Drive change management activities and support organizational adoption.
- Facilitate Agile delivery and continuous improvement initiatives.
Required Skills
- Proven experience as a Program Manager in large-scale digital transformation programs.
- Strong expertise in Business Analysis & Requirements Management .
- Extensive experience with Process Management & Process Modeling .
- Strong Change Management and stakeholder management skills.
- Experience in the public sector .
- Experience delivering citizen-facing digital solutions (web portals or applications).
- Experience implementing enterprise solutions used by large user populations (e.g., CRM, ERP).
- Strong People Management and leadership skills.
- Experience working with Agile/Scrum methodologies.
- Experience as a Product Owner is an advantage.
Preferred Certifications
- Scrum Product Owner
- Data Analytics
- PRINCE (or equivalent project management certification)
Languages
- Active knowledge of French , Dutch , and English .
Work Arrangement
- Hybrid role based in Brussels, Belgium , with a minimum of 2 days per week onsite .
- Full-time (40 hours/week) .
- Initial 100-day contract , with a planned start date of 1 August 2026 .
