1. SUMMARY
Within NATO’s International Staff (IS), the NATO Human Resources (NHR) Office is comprised of five pillars: Talent Management; HR Services; NATO-wide HR Policy and Strategy Coordination; Organisational Design and Development and the HR Digital Services.
The Officer, HR Business Improvement leads the design and delivery of change management initiatives related to HR transformation and process improvement, to ensure closer alignment of HR operations with Organizational objectives. Within this context, they research and recommend the best use of available or future technologies and systems.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
• possess a university degree in Business Management, Information Systems or other relevant discipline;
• have at least 5 years’ experience in managing change, ideally in an international organisation or a multicultural environment;
• be familiar with ICT systems, office software packages, and their application to enable human resource services through technology; and
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.
The following would be considered an advantage:
• working knowledge of software applications, in particular collaborative tools, tasking tools and solutions, including techniques for retrieving, processing and presenting information;
• experience in the NATO operating environment & related knowledge of NATO structure, practices & business processes.
3. MAIN ACCOUNTABILITIES
Project Management: Initiate, plan and lead end-to-end project execution related to NHR business improvement initiatives enhancing operational efficiency, resilience and business continuity. Contribute to risk assessments and mitigations. Develop and support change management initiatives.
Expertise Development: Keep abreast of the developments in the area of HR tools and technologies, as well as processes, to modernise the NHR ways of working. Provide suggestions on how to leverage the existing tools, processes and procedures to increase NHR operational efficiency. Document existing NHR workflows and processes to identify inefficiencies and risks,
Stakeholder Management: Coordinate and build strong partnerships with relevant stakeholders to successfully drive outcomes. Provide regular updates and feedback to stakeholder to promote efficient information management across NHR sections.
Information Management: Share best practices in terms of updated, clear and easily accessible HR Information and Knowledge Management. Produce and present relevant reports and statistics.
Perform any other related duty as assigned.
4. INTERRELATIONS
Reporting Line: The Officer, HR Business Improvement reports directly to the Deputy Director, NHR.
Interactions: The incumbent will work closely with NHR, mainly developing partnerships with all subject-matter experts across NHR and Information and Communication Technology Management (ICTM) members.

6. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to 3 years. Contract clause applicable: This post is required for a limited period to support a project. As employment in this post is of limited duration, the successful applicant will be offered a definite duration con tract of 3 years’ duration , which may be renewed for a period of up to 3 years if required to support this project. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed for a period of up to 3 years if requir ed to support this project, and subject also to the agreement of the national authority concerned. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
