Program Manager – Justice Digital Transformation
Overview
We are seeking an experienced Program Manager to lead and coordinate a strategic digital transformation program within the public sector. The role focuses on managing complex, multi-stakeholder initiatives aimed at improving operational efficiency, digital services, information exchange, and citizen-facing processes.
Key Responsibilities
- Lead and coordinate a large-scale digital transformation program from planning through implementation
- Manage relationships with government institutions, public agencies, law enforcement bodies, and other stakeholders
- Develop and maintain a consolidated program roadmap aligned across all participating organizations
- Monitor project progress, budgets, timelines, risks, and dependencies
- Ensure delivery of program objectives within quality, performance, and regulatory requirements
- Facilitate governance meetings, steering committees, and operational working groups
- Drive stakeholder alignment and resolve cross-organizational challenges
- Coordinate communication between business, IT, management, and external partners
- Identify implementation risks and define mitigation strategies
- Prepare executive reporting and provide visibility on program status and milestones
- Support the implementation of regulatory and legislative requirements within project timelines
Required Profile
- Minimum 10 years of experience in project and program management
- Proven experience managing complex, multidisciplinary programs
- Strong experience within public sector or government environments
- Expertise in stakeholder management, negotiation, and organizational alignment
- Experience with Agile and PRINCE2 methodologies
- Strong analytical, planning, and governance skills
- Ability to bridge business and IT teams and communicate complex concepts clearly
- Strong leadership, coaching, and decision-making capabilities
Preferred Skills
- Experience with Jira and Confluence
- Knowledge of justice, law enforcement, mobility, or public administration ecosystems
- Experience managing regulatory-driven transformation initiatives
