IT Business Development and Digital Solutions Manager

Mission Overview:

Keystone Solutions is seeking an IT Business Development & Digital Solutions Manager for a consultancy mission at a client site. This role focuses on implementing IT solutions with a particular emphasis on long-term financing strategies for IT programs, specifically within the Automatic Number Plate Recognition (ANPR) ecosystem. You will be responsible for developing business cases that include thoughtful financial plans, particularly regarding vehicle financing.

Responsibilities:

• Identify IT improvement points within the traffic enforcement chain related to the ANPR program and propose possible solutions regarding resources and collaboration with various partners.
• Develop a strategic action plan based on validated parameters.
• Facilitate information exchange and collaboration with various governmental partners of the ANPR team.
• Prepare and guide meetings with different partners, taking on a mediating role.
• Assist in drafting dossiers of strategic, legal, and financial importance.
• Work on improvement proposals within the legal framework of ANPR IT applications and develop vehicle financing proposals.
• Report on progress, including issues, bottlenecks, risks, and propose alternatives and actions.
• Set up project tracking using tools like Confluence and JIRA.
• Ensure knowledge transfer and information handover to product owners.

Requirements:

• At least 10 years of hands-on experience in managing strategic IT projects.
• 5+ years of experience in developing IT solutions.
• Knowledge of the IT landscape regarding solutions that can enhance road safety.
• Fluency in French or Dutch, with a strong passive knowledge of the other language.
• Ability to develop ROI, cost, and financing models for IT solutions.

• Excellent communication skills and the ability to facilitate collaboration among various stakeholders.
• Ability to quickly switch between different topics and adapt to changing priorities.
• Discretion and a diplomatic approach that fosters connection.
