Head of HR (M/F) - Permanent Contract - Luxembourg

Reporting to the CEO, who also serves as Director of Human Resources, the Head of HR leads the entire Human Resources function at CMCM and is responsible for its modernization. He or she coordinates the HR team (2 people) and, working directly with senior management and the executive committee, oversees operational personnel management, legal and social compliance, recruitment, training, and dialogue with labor unions. Amid a period of transformation-including the digitization of processes, evolving job roles, and the renegotiation of the collective bargaining agreement every three years-her role is to structure, secure, and modernize the HR function to support approximately 80 employees and the CMCM's institutional mission. Your responsibilities: Your role will focus on the following areas: 1. Strategic Leadership and HR Management Define and implement HR policy in alignment with CMCM's strategy and the guidance provided by the CEO and the Executive Committee Manage, supervise, and support the professional development of the HR team (2 people) Advise the Executive Committee and department heads on all HR, organizational, and managerial matters Actively contribute to the Executive Committee's work on human resources, organizational, and social issues 2. Personnel Administration, Payroll, and Legal and Social Compliance Ensure legal compliance in personnel management (contracts, amendments, disciplinary procedures, terminations) Oversee payroll management, in collaboration with the external service provider (BDO), and social security reporting Ensure compliance with legal obligations: Luxembourg labor law, collective bargaining agreements, GDPR, and occupational health and safety Manage sensitive cases and advise the executive committee on the prevention and management of HR risks 3. Recruitment, Training, and Skills Development Define and oversee the strategy for recruitment, onboarding, and employee retention Organize and oversee the training catalog: mandatory training (safety, compliance, GDPR, anti-money laundering) and optional training (management, soft skills, digital transformation) Develop the annual training plan in consultation with department heads, monitor the budget, and evaluate the effectiveness of development programs Support managers in performance evaluations, career management, and the development of their teams 4. Labor Relations and Dialogue with Labor Representatives Maintain a constructive social dialogue with the employee representative body and union partners Prepare for, facilitate, and support the renegotiation of the collective bargaining agreement (due in 2027) Organize and ensure the smooth conduct of employee elections and the functioning of employee representative bodies Prevent, defuse, and manage individual and collective conflicts 5. Transformation, Digitalization, and HR Innovation Lead the HRIS project and the end-to-end digitization of HR processes Support employees and managers in change management and the evolution of job roles Continuously monitor HR practices, labor regulations, and market innovations Propose and implement initiatives related to employee experience, quality of life at work, and employer branding 6. Reporting and Governance Provide structured and concise reporting on HR metrics, budgets, and project progress Attend executive committee meetings as requested and follow up on decisions related to the HR function Ensure transparency, planning, and effective management of resources allocated to the department Profile: You hold a university degree equivalent to at least a three-year program (Bac+3), with a specialization in Human Resources, Labor Law, Management, or an equivalent field. You have at least 3 years of experience as a generalist in Human Resources with a managerial component, ideally gained in Luxembourg within an organization operating in the institutional, public, or quasi-public sectors.
