Executive Driver, Brussels

1. SUMMARY

The Joint Intelligence and Security Division (JISD) has two main missions: to provide strategic intelligence to NATO HQ decision makers and to protect NATO’s personnel, information, and physical assets. JISD’s Intelligence pillar, comprised of both military and civilian personnel, is responsible for ensuring the situational awareness of the North Atlantic Council (NAC), the Military Committee (MC) and the senior-level decision-makers on strategic issues of concern. Its functional areas address intelligence analysis and production, intelligence policy, and intelligence capability development. JISD’s Security pillar is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organizations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters (HQ), its personnel, information, physical assets, and for the protection of the Secretary General.
Within JISD’s Security pillar, the NATO Office of Security (NOS) is responsible for the overall coordination of NATO security among diverse NATO bodies and personnel, abroad or at the Headquarters (HQ), and other partnering International Organisations. 
The Executive Driver is responsible for supporting the Office of the Secretary General in its daily operations. The incumbent is responsible for successfully carrying out authorized missions using the Organizations' official vehicles according to NATO protocol. The incumbent will also be responsible for handling various administrative and maintenance actions linked to the daily tasks. 
The incumbent will be required to work outside normal office hours at short notice and be assigned on call duties, when required.

2. QUALIFICATIONS AND EXPERIENCE

The incumbent must:
•  have an educational background, equivalent to higher secondary level;
• have 3 years of experience as a professional VIP driver working for organisations with high-ranking civilians/military commanders or high-level governmental institutions;
•  hold a driving license for B (normal vehicles) and C (vehicles >3.5 T) categories, according to Belgian regulations;
•   possess a valid medical certificate, or willingness to review it, allowing the driving of heavy transport; and
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; III (“Intermediate”) in the other.

The following would be considered an advantage:
•  knowledge of and certification in advanced driving skills and a first-aid/BLS-AED certificate provided by a recognized school or institution; 
•  experienced knowledge of road infrastructure in Brussels, Belgium and surrounding countries; and
•  been an active member of a Close Protection Team of a NATO member
nation’s security or intelligence service, armed forces or of their civilian/military police.

3. MAIN ACCOUNTABILITIES

Planning and Execution: Plan and execute transportation tasks for the NATO senior leadership primarily in Brussels, Belgium but also occasionally in neighbouring cities and countries. Drive armoured and non-armoured passenger cars and vans, on official NATO business, following protocol and adhering to organizational priorities. Calculate driving times and distances, determining approximate arrival times.  Carry out any other official transport tasks. Assist colleagues in the simple maintenance of NATO official vehicles.

Information Management: Create and file daily logs, joint accident reports, trip sheets and any other documents required. Handle all work related to the transport of documents from NATO Headquarters to and from Embassies and Ministries carried out by the Transport Service.

Expertise Development: Take part in defensive/offensive driving courses and attend any training course identified by the CPU management as being essential to accomplish the tasks/missions.

Stakeholder Management: Work in a team to ensure that the official driving needs of the Organization are met. Deal tactfully, politely and discreetly with passengers. Assist colleagues with administrative, maintenance and dispatch work as needed.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

Reporting line: Through the daily management of a Program Coordinator, the incumbent reports to the Head, CPU.
Interactions: The incumbent coordinates arrangements with the relevant staff in the Office of the Secretary General. The incumbent collaborates regularly with her/his team members.

6. CONTRACT  Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter. 

Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
