Aria Partner is looking for an IT Buyer to support one of its clients in structuring and executing its IT purchasing activities within a public procurement framework.

The mission takes place in an international and highly regulated environment, with significant challenges in digital transformation and critical IT solution management.

Your role

• You act as a buyer with a resolutely operational approach, supporting business and IT teams, to define, structure, and execute purchasing procedures compliant with public procurement regulations.
• You act as a true business partner, in conjunction with internal teams, legal functions, and suppliers, to ensure both high-performing and compliant results.

Your responsibilities

• Define and implement IT purchasing strategies (software, SaaS, IT services, hardware)
• Support internal teams in formalizing needs
• Translate business needs into robust and compliant market documents
• Manage public procurement procedures from A to Z (publication, analysis, award)
• Conduct supplier negotiations at local and international levels
• Structure contracts (scope, pricing, SLA) in collaboration with legal
• Ensure compliance with internal rules and public procurement legislation
• Manage supplier relationships (SRM), including escalations
• Contribute to the continuous improvement of purchasing practices

Your profile

• Minimum 8 to 10 years of experience in IT purchasing
• Proven experience in public procurement (Belgium or Europe)
• Mastery of end-to-end purchasing procedures
• Expertise in IT sourcing (software, SaaS, services, outsourcing)
• Experience in multi-stakeholder environments
• Ability to work autonomously and hands-on
• Excellent analytical, structuring, and communication skills
• Good command of professional English
