Construction Security Expert, Brussels

1. SUMMARY 

The Joint Intelligence and Security Division (JISD) has two main missions: to provide strategic intelligence to NATO HQ decision makers and to protect NATO’s personnel, information, and physical assets. JISD’s Intelligence pillar, comprised of both military and civilian personnel, is responsible for ensuring the situational awareness of the North Atlantic Council (NAC), the Military Committee (MC) and the senior-level decision-makers on strategic issues of concern. Its functional areas address intelligence analysis and production, intelligence policy, and intelligence capability development. JISD’s Security pillar is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organizations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters (HQ), its personnel, information, physical assets, and for the protection of the Secretary General. 
Within the Protective Security & Emergency Service Branch (PSESB), the incumbent, is responsible for ensuring the security of the construction sites as part of the HQ Adaptation Programme and all other related activities. More particularly, they will be responsible for enforcing construction security guidelines, organizing and supervising security measures, supporting security risk assessments, overseeing access control arrangements, conducting compliance checks, and coordinating with relevant stakeholders to maintain site security and compliance. 
This position requires flexibility to work outside of normal working hours and travel occasionally, when requested.

2. QUALIFICATIONS AND EXPERIENCE

The incumbent must:
•  possess a university degree in security management, project/programme management, engineering, construction management, facilities management, risk management, or another relevant field;
•  have a minimum of 3 years’ relevant experience in construction security, physical security, security coordination/operations, or programme/project support in a complex, multi-stakeholder environment, preferably involving construction or infrastructure projects;
•  have strong coordination and organizational skills, and the ability to manage security operations effectively;
•  possess excellent writing and communication skills, and be able to draft clear and concise reports; and
•  possess the following minimum levels in the official languages of NATO (English/ French): V (“Advanced”) in one and II (“Elementary”) in the other.

The following would be considered an advantage:
•  extensive experience in drafting and implementing construction security plans;
•  knowledge of information security principles, including need-to-know, access restrictions and the protection of sensitive or classified construction-related documentation; and
•  familiarity with physical security systems, including access control, CCTV, intrusion detection and perimeter protection.

3. MAIN ACCOUNTABILITIES 

Expertise development: Contribute to the development, implementation and review of construction security plans, procedures and instructions. Process and, where delegated, issue security authorizations for personnel, vehicles, and goods. Advise on construction security-related matters during project execution, and coordinate actions required to improve or restore security when necessary. Coordinate with relevant teams to maintain site security and compliance. Identify security risks, vulnerabilities and opportunities to improve processes and working methods.

Project Management: Assist in enforcing construction security guidelines. Organise and supervise security measures, and when appropriate ensure corrective measures with respect to incidents of misconduct and any security breach or infraction. Take into account relevant technical, security and project requirements in planning, execution, and oversight activities, as assigned. Propose and draft relevant security procedures in close collaboration with other colleagues within the JIS/NOS as well as the Security Authorities of the Host Nation to ensure that all matters are in accordance with NATO Security Policy. Adjust plans and respond to changes in requirements in a positive and flexible manner.

Stakeholder Management: Ensure effective cooperation and maintain interaction with internal and external stakeholders for the timely implementation of security regulations and procedures for which JIS/NOS/PSESB is responsible. Coordinate security requirements with contractors, sub-contractors and project stakeholders, including access control, security briefings, escort requirements, deliveries and compliance with site security procedures.

4. INTERRELATIONSHIPS

Reporting Line: The Construction Security Expert reports to the NATO HQ Security Officer.
Interactions: The incumbent works and liaises closely with Workspace Management and Business Continuity (WMBC), teams supporting the HQ – Adaptation programme, PSESB, and other JISD branches and units, such as the JISD Enterprise & Divisional Coherence Unit, for day-to-day matters. The incumbent also liaises, as required, with Host Nation authorities, contractors, sub-contractors and other relevant stakeholders involved in construction-related activities.

6. CONTRACT  Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewa l for up to 3 years.  Contract clause applicable: This post is required for a limited period to support the HQ – Adaptation programme project.  As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 3 years’ duration , which may be renewed for a period of up to 3 years if required to support this project. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed for a period of up to 3 years if required to support this project, and subject also to the agreement of the national authority concerned. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
